The City also said that land invasions occurring in Empolweni, Khayelitsha, are jeopardising a R million water pipeline for the informal settlement. The City explained that in terms of the Western Cape High Court order, the City of Cape Town is permitted to remove any new illegally erected structures on the land in question.

This paper is based on research on vigilantism in Khayelitsha, a black township, on the outskirts of Cape Town, South Africa. Almost half of Khayelitsha’s households live below the food poverty line and there is a significant difference between income distribution within Khayelitsha vis-a-vis the Cape Town population. This paper argues that despite the fact that South Africa attained formal democracy in and has one of the most progressive constitutions in the world, the ‘nature and character of public participation’ is problematic, non-deliberative, and a reflection of blocked opportunities, poverty, and inequality Miller I argue that the discourse and rhetoric on ‘community’ is a shallow and dangerous form of incorporation that does not live up to its promises of full participation.
Not only is ‘community’ used as a tool to connect the state to the population but vigilantes also claim to act in the name of the ‘community. After a brief section on ‘Background and Methodology,’ I discuss the relationship between democracy and imprisonment, noting that South African democratization has witnessed a dramatic increase in long-term prison sentences. I argue that the government’s embracing of a restorative prison has enabled it to double back on its parsimonious, pre stance on imprisonment.
As a result, the prison and penal punitivism have become an important part of state building in newly democratic South Africa. In ‘Populist Politics and People’s Power,’ I discuss the historical relationship between violence and justice and argue that both ‘criminality’ and ‘community’ are highly contested terms that are subject to violent definitions and redefinitions. Globally, 37 million people are in need of lifelong antiretroviral treatment ART. With the continual increase in the number of people living with HIV starting ART and the need for life-long retention and adherence, increasing attention is being paid to differentiated service delivery DSD , such as adherence clubs. Adherence clubs are groups of 25—30 stable ART patients who meet five times per year at their clinic or a community location and are facilitated by a lay health-care worker who distributes pre-packed ART.
This qualitative study explores patient experiences of clubs in two sites in Cape Town, South Africa. A total of participants took part in 11 focus group discussions FGDs and 56 in-depth interviews in the informal settlements of Khayelitsha and Gugulethu in Cape Town, South Africa. Participants included current club members, stable patients who had never joined a club and club members referred back to clinician-led facility-based standard care. FGDs and interviews were conducted in isiXhosa, translated and transcribed into English, entered into NVivo, coded and thematically analysed.
The main themes were 1 understanding and knowledge of clubs; 2 understanding of and barriers to enrolment; 3 perceived benefits and 4 perceived disadvantages of the clubs. Moving between clubs and the clinic created frustration and broke down trust in the health-care system. Adherence clubs were appreciated by patients, particularly time-saving in relation to flexible ART collection. Improved patient understanding of enrolment processes, eligibility and referral criteria and the role of clinical oversight is essential for building relationships with health-care workers and trust in the health-care system.

Informal trading is an everyday livelihood practice in South African cities. Although praised for its local economic development potential, in the post-Apartheid context, it often sits in tension with urban regeneration plans. Drawing on ethnographic fieldwork, this research explores the material and symbolic spaces and everyday practices of street trading in the KCBD—specifically, how traders negotiate their trading practices in a context of on-going development. What we see in practice is informal traders existing in a complex space—caught somewhere between exclusionary urban regeneration projects, and waiting for the state.
In this transitioning space, urban regeneration sits in tension with informal trading—a context in which these traders need to be given a voice, and where such research becomes valuable, in displaying a textured reality.
